  GUIDELINES FOR NOMINEES, THEIR SUPPORTERS, AND COMMITTEE MEMBERS DURING BISHOP SEARCH AND ELECTION

 

The election of a bishop is a process of prayerful discernment into which we all enter with hearts and minds open to guidance by the Holy Spirit.  It is not a political campaign.  The clergy and laity of our Diocese are encouraged to become informed about the nominees, to discern how each may be called to Bishop, to consider how each may be called to Bishop, to participate in conversations within their congregations, and to pray for the nominees, the delegates to the electing Convention, and all of the people in our Diocese.

The Standing Committee has adopted the following guidelines for nominees, for those who seek to promote a particular nominee, and members of the various committees and groups who participate in the search, election, and transition of the Bishop or serve on a Diocesan governing board (including the members of the Standing Committee, Diocesan Council, Bishop Search Committee, and the Bishop Transition Committee).

The purpose of the guidelines is to maintain neutrality, to offer the same opportunities to all nominees and delegates to the electing Convention, and to extend equal hospitality and welcome to each nominee.

  1. Nominees are discouraged from giving any interviews related to their nomination for the episcopate to the media in their respective areas after the announcement of their nomination to the Diocese of Nevada's slate.  It is appropriate, of course, to acknowledge that they are nominees, but we ask that requests for any other comments or inquiries be referred to the Diocese of Nevada, specifically The Rev. Jim Kelly, President of the Standing Committee at (775) 832-8420.
  2. All pre-election activities on the day of election should be aimed at prayerful discernment and opening ourselves to the presence of the Holy Spirit.
  3. Those who are considering active advocacy for a particular nominee, and nominees who considering activities other than those sponsored by the Diocese of Nevada, should consider honestly and prayerfully whether their actions are consistent with spiritual discernment.
  4. The Walkabouts are the appropriate times for nominees and delegates to our electing Convention to meet each other.  Members of the Diocese, both laity and clergy, are specifically discouraged from inviting nominees here for meet-and-greet parties, receptions or other events.
  5. Other than the Walkabouts, nominees are specifically discouraged from visiting the Diocese or meeting separately with individuals or groups from the Diocese.
  6.  Neither written or print materials, nor promotional materials such as banners or buttons, may be distributed during a Walkabout, unless provided by the Diocese of Nevada.
  7.  Delegates to our electing Convention should remain open to the Holy Spirit and avoid championing one nominee at least until after all of the Walkabouts have been completed.
  8. Nominees from outside the Diocese of Nevada are not expected to attend the electing Convention.  Nominees who are canonically resident in the Diocese of Nevada may attend the convention to vote.  Any nominees who are present at the electing Convention will be expected to contribute to an atmosphere of prayerful discernment, to refrain from campaigning, and to avoid taking advantage of nominees who are not present.
  9. The electing Convention will be conducted in an atmosphere of discernment and waiting on the Holy Spirit.
  10. It will be conducted in the context of the Holy Eucharist.
  11.  Neither written or print materials, nor promotional materials such as banners or buttons about nominees may be distributed or displayed inside or outside the meeting room in which Convention is gathered.
  12.  In order to maintain a prayerful atmosphere in the meeting room in which Convention is gathered, delegations wishing to confer and engage in discussion should do so quietly, preferably outside that room.
  13. There will be no provision for campaign speeches from the floor of the convention.
  14. Members of the Search Committee, the Transition Committee, and the Standing Committee:

a) Will not sign petitions for nominees, once nominees have been announced;

b) Will not attend any unofficial gatherings or events for nominees (i.e., those which are not sponsored by the Diocese); and

c) Will refrain from expressing our personal opinions about the candidates, favoring one candidate, or indicating for whom they intend to vote if they are delegates to the electing Convention.
